देहरादून। राज्यपाल लेफ्टिनेंट जनरल गुरमीत सिंह (से नि) ने रविवार को एफआरआई, देहरादून में 49वीं अखिल भारतीय पुलिस विज्ञान कांग्रेस के समापन के अवसर पर बतौर मुख्य अतिथि प्रतिभाग किया। समापन सत्र को संबोधित करते हुए राज्यपाल ने कहा कि पुलिस विज्ञान कांग्रेस में सभी ने बहुत ही महत्वपूर्ण विषयों पर समस्याओं के समाधान के लिए कार्य किया है। उन्होंने कहा कि सामुदायिक पुलिसिंग, संगठित अपराध, नार्कोटिक्स, साइबर सुरक्षा की चुनौतियाँ, प्रभावी सीमा प्रबंधन, भीड़ हिंसा, पुलिस और सी0ए0पी0एफ0 के मध्य समन्वय, जेल प्रबन्धन तथा वी0आई0पी0 सुरक्षा जैसे संवेदनशील विषयों पर गहनतापूर्वक चर्चा की गयी जो, प्रशंसनीय है।
राज्यपाल ने कहा कि वर्तमान में बदलते हुए परिदृश्य के अनुसार पुलिस को अपने इंटेलिजेंस तंत्र को और अधिक मजबूत करना होगा। वर्तमान समय में अपराधी, अपराध करने के नए-नए तरीके अपना रहे हैं, उनसे एक कदम आगे बढ़कर अपने आप को तैयार करना होगा। राज्यपाल ने कहा कि आधुनिक पुलिसिंग के लिए साइबर अपराध एक बड़ी चुनौती है, इससे निपटने के लिए पुलिस बलों को साइबर मॉनिटरिंग से संबंधित क्षेत्रों में क्षमता विकास और उन्नयन की नितांत आवश्यकता है। उन्होंने कहा कि पुलिस बल को तकनीकी के साथ-साथ सक्षम माध्यमों से सुसज्जित रहने की आवश्यकता है ताकि अपराधियों से निपटा जा सके।
राज्यपाल ने कहा कि पुलिस का कार्य वास्तव में चुनौतीपूर्ण है लेकिन अपनी कार्यकुशलता और सूझबूझ से पुलिस के प्रति लोगों के मध्य बनी गलत धारणाओं को खत्म करने का प्रयास करना चाहिए। पुलिस के अच्छे कार्यों को जनमानस तक पहुंचाना भी आवश्यक है। उन्होंने कहा कि अमृतकाल के इस दौर में विकसित भारत एवं विश्वगुरू भारत के लक्ष्य को पूरा करने के लिए पुलिस बलों का महत्वपूर्ण योगदान है। उन्होंने आशा व्यक्त की कि इस पुलिस विज्ञान कांग्रेस में किये गए चिंतन, मनन और चर्चाओं से पुलिसिंग तथा आंतरिक सुरक्षा हेतु महत्वपूर्ण सुझाव प्राप्त होंगे।
राज्यपाल ने कहा कि भारत को विकसित राष्ट्र बनाने में महिलाओं की भागीदारी महत्वपूर्ण है। महिलाओं और बालिकाओं से जुड़े मुद्दे अत्यन्त संवेदनशील हैं। उनके लिए सुरक्षित वातावरण उपलब्ध कराना हमारी सबसे बड़ी कामयाबी होगी इसके लिए व्यापक कदम भी उठाए जाने जरूरी हैं। उन्होंने उत्तराखण्ड पुलिस के द्वारा किए जा रहे कार्यों की भी सराहना की और कहा कि उत्तराखण्ड में पुलिस को विभिन्न प्रकार की चुनौतियों से निपटना पड़ता है, इस दिशा में उनके कार्य प्रशंसनीय हैं। इस अवसर पर उन्होंने पुलिस विज्ञान कांग्रेस में लगी पुलिस-टैक प्रदर्शनी का भ्रमण कर अवलोकन किया।
इस अवसर पर मुख्य सचिव डॉ. एस.एस.संधू ने कहा कि हमें आधुनिक तकनीकों को अपनाना जरूरी है, बिना आधुनिक तकनीकों के हमारा अस्तित्व नहीं हो सकता। उन्होंने कहा कि प्रधानमंत्री जी के 25 सालों में विकसित भारत के लक्ष्य को पूरा करने के लिए विकसित देशों की पुलिसिंग द्वारा अपनायी जाने वाली तकनीकों और हमारी तकनीकों के गैप को कम से कम या खत्म करना होगा। उन्होंने देश के अग्रणी शैक्षिक संस्थाओं के साथ मिलकर पुलिस आधुनिकरण हेतु विशेष कार्य योजना बनाए जाने की जरूरत बतायी।
महानिदेशक पुलिस अनुसंधान एवं विकास ब्यूरो बालाजी श्रीवास्तव ने पुलिस कांग्रेस में दो दिवसीय चर्चाओं के बारे में संक्षिप्त जानकारी दी। डीजीपी अशोक कुमार ने उपस्थित सभी प्रतिभागियों का धन्यवाद ज्ञापित किया। इस अवसर पर पुलिस अनुसंधान एवं विकास ब्यूरो के आईजी रवि जोसेफ लोक्कू सहित विभिन्न राज्यों के पुलिस अधिकारी मौजूद रहे।
