राज्य सरकार ने चयनित अभ्यर्थियों की चयन व प्रतीक्षा सूची नियमावली 2023 बनायी

कार्मिक विभाग ने जारी की प्रतीक्षा सूची नियमावली

State government made selection and waiting list rules of selected candidates.

 

देहरादून। उत्तराखण्ड राज्याधीन सेवाओं में आयोग / चयन संस्थाओं द्वारा आयोजित प्रतियोगितात्मक परीक्षाओं तथा अन्य चयनों के आधार पर चयनित अभ्यर्थियों की चयन सूची तथा प्रतीक्षा सूची नियमावली 2023 को अंतिम रूप दे दिया गया गया।

सचिव कार्मिक व अपर सचिव कार्मिक ने इस आशय के आदेश जारी किए। और विभिन्न विभागों को नियमावली का प्रारूप भेज दिया।

राज्यपाल, “भारत का संविधान” के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्ति का प्रयोग करते हुए उत्तराखण्ड राज्याधीन सेवाओं में आयोग / चयन संस्थाओं द्वारा आयोजित प्रतियोगितात्मक परीक्षाओं तथा अन्य चयनों के आधार पर चयनित अभ्यर्थियों की चयन सूची तथा प्रतीक्षा सूची के सम्बन्ध में निम्नलिखित नियमावली बनाते हैं:-

तथा अन्य चयनों के आधार पर चयनित अभ्यर्थियों की चयन सूची तथा प्रतीक्षा सूची नियमावली,

इस नियमावली का संक्षिप्त नाम उत्तराखण्ड राज्याधीन सेवाओं में आयोग / चयन संस्थाओं द्वारा आयोजित प्रतियोगितात्मक परीक्षाओं तथा अन्य चयनों के आधार पर चयनित अभ्यर्थियों की चयन सूची तथा प्रतीक्षा सूची नियमावली 2023 है। यह तुरन्त प्रवृत्त होगी ।

सेवा नियमावली का लागू होना

यह नियमावली सरकार के नियंत्रणाधीन सभी विभागों में समूह ‘क’, ‘ख’ एवं ‘ग’ के सीधी भर्ती के समस्त पदों पर लागू होगी।
अध्यारोही प्रभाव

किसी अन्य सेवा नियमावली या तत्समय लागू आदेशों में अंतर्विष्ट किसी प्रतिकूल बात के होते हुए भी इस नियमावली के उपबन्ध प्रभावी होंगे।
परिभाषाऐं

जब तक कि विषय या सन्दर्भ में कोई प्रतिकूल बात न हो, इस नियमावली में-
(क) “नियुक्ति प्राधिकारी से सुसंगत सेवा नियमावली या सरकार द्वारा जारी किए गए कार्यपालक अनुदेशों के अधीन ऐसे पद पर या सेवा में नियुक्ति करने के लिए सशक्त प्राधिकारी अभिप्रेत है;
(ख) “संविधान” से “भारत का संविधान” अभिप्रेत है;
“सरकार” से उत्तराखण्ड की राज्य सरकार अभिप्रेत है; (TT)
(घ) “आयोग / चयन संस्थाओं से उत्तराखण्ड लोक सेवा
आयोग/ उत्तराखण्ड अधीनस्थ सेवा चयन आयोग /

उत्तराखण्ड चिकित्सा सेवा चयन बोर्ड एवं अन्य कोई यदि हो, यथास्थिति अभिप्रेत है; (ड) राज्यपाल से उत्तराखण्ड के राज्यपाल अभिप्रेत है;
(च) एकल संवर्ग के पदों से एक विभाग विशेष का
एकल पद अभिप्रेत है, जिस पर केवल उसी विभाग
विशेष हेतु ही चयन किया गया ह (छ) सम्मिलित सेवाओं एवं अन्य चयनों” से विभिन्न विभागों के पदों हेतु सम्मिलित परीक्षा के माध्यम से चयन अभिप्रेत है; (1)
चयनित अभ्यर्थियों को नियुक्ति / कार्यभार ग्रहण
कराया जाना

चयनित अभ्यर्थियों को संस्तुतियां प्राप्त होने के उपरान्त विभाग द्वारा उनको नियुक्ति प्रदान करनी होगी सम्बन्धित विभाग आवंटन प्राप्त होने के तीन माह के अन्दर नियुक्ति आदेश जारी करना सुनिश्चित करेंगे तथा अभ्यर्थी को कार्यभार ग्रहण कराने हेतु एक माह का समय दिया जायेगा, जो अपरिहार्य परिस्थितियों में एक माह और बढ़ाया जा सकता है। आयोग चयन संस्थाओं द्वारा आयोजित सभी परीक्षाओं के परीक्षाफलों के आधार पर चयनित अभ्यर्थियों की सूची / आवंटन सूची का उपयोग नियुक्ति प्राधिकारी द्वारा सूची प्राप्त होने की तिथि से एक वर्ष के बाद किसी भी सेवा में हुई रिक्ति को भरने के लिए नहीं किया जायेगा।

सम्मिलित सेवाओं एवं अन्य चयनों में निर्धारित अवधि में कार्यभार ग्रहण न करने वाले अभ्यर्थियों का अभ्यर्थन निरस्त करते हुए, घटित रिक्तियों को आगामी चयन हेतु अग्रेषित कर दिया जायेगा परन्तु एकल संवर्ग हेतु प्रतीक्षा सूची से चयन की कार्यवाही की जा सकेगी।
प्रतीक्षा सूची तैयार किया जाना एवं
उपयोग
(1) एकल संवर्ग के पदों हेतु आयोग/ चयन संस्थाओं द्वारा आयोजित प्रतियोगितात्मक परीक्षाओं के आधार पर सीधी भर्ती के माध्यम से चयन में तैयार प्रवीणता सूची के अनुसार रिक्तियों की संख्या से 25 प्रतिशत अनधिक सीमा तक प्रतीक्षा सूची तैयार की जायेगी। (2) प्रतीक्षा सूची केवल एक वर्ष अथवा आगामी भर्ती के अधियाचन प्रेषित किये जाने की तिथि, जो भी पहले हो तक के लिए वैध होगी। उक्त अवधि के पश्चात प्रतीक्षा सूची का उपयोग नहीं किया जायेगा एक वर्ष की अवधि की गणना विभाग को चयन

(3) अभ्यर्थी के पक्ष में नियुक्ति पत्र निर्गत होने के
उपरान्त तथा उसके द्वारा नियुक्ति को अस्वीकार
किये जाने या निर्धारित अवधि में कार्यभार ग्रहण न
किये जाने से घटित रिक्ति के सापेक्ष प्रवीणता क्रम में
आरक्षित / अनारक्षित जैसी भी स्थिति हो, प्रतीक्षा सूची
से चयन किया जा सकेगा।
(4) ऐसी प्रतीक्षा सूची का उपयोग केवल विज्ञापन में
प्रकाशित पदों के सापेक्ष उपनियम (3) के अन्तर्गत टित होने वाली रिक्तियों को भरने के लिए ही किया जायेगा।
(5) एकल संवर्ग के पदों को छोड़कर सम्मिलित सेवाओं
एवं अन्य चयनों में प्रतीक्षा सूची का निर्माण नहीं
किया जायेगा।
कठिनाईयों को दूर किया जाना

राज्य सरकार इस नियमावली के किसी उपबन्ध के कार्यान्वयन में किसी कठिनाई को जिसके बारे में यह एकमात्र निर्धारक हो दूर करने के प्रयोजनार्थ कोई ऐसा सामान्य या विशेष आदेश दे सकती है जिसे यह उचित व्यवहार या लोकहित में आवश्यक या समीचीन समझे।
