देहरादून। विरोध को देखते हुए आबकारी विभाग ने प्रदेश में पहली बार शुरू किए गए निजी बार लाइसेंस के फैसले को वापस ले लिया।
बुधवार को आबकारी आयुक्त ने होम मिनी बार के फैसले के स्थगित किये जाने का आदेश जारी किया। आने आदेश में लिखा कि- आबकारी नीति विषयक नियमावली 2023 के नियम-13.11 (वैयक्तिक बार हेतु अनुज्ञापन) को अग्रिम आदेशों तक स्थगित किया जाता है। तदनुसार आवश्यक कार्यवाही करना सुनिश्चित करें।
इस आदेश की प्रति सभी जिला आबकारी अधिकारियों को भेजी गई है।
गौरतलब है कि आबकारी नीति विषयक नियमावली 2023 में निजी बार लाइसेंस की सुविधा प्रदान की गयी थी। इस फैसले का प्रदेश केअंदर विरोध शुरू हो गया था।

देहरादून: उत्तराखंड में शराब के शौकीनों को प्रदेश सरकार ने होम मिनी बार खोलने की मंजूरी दे दी है। लोग घरों में बार बना सकेंगे। घरों में 50 लीटर तक शराब रख सकते हैं। धामी सरकार की ओर से प्रदेश में नई आबकारी नीति 2023-24 को लागू कर दिया गया है। इस नीति के तहत शराब के शौकीनों को निजी उपयोग के लिए घर में बार खोलने का लाइसेंस देने का प्रावधान किया गया है। इस नीति के तहत देहरादून के एक आवेदक को मिनी बार का लाइसेंस जारी भी कर दिया गया है। देहरादून के एक व्यक्ति ने मिनी बार के लिए लाइसेंस मांगा था। 4 अक्टूबर यानी पिछले बुधवार को प्रशासनिक स्तर पर यह लाइसेंस जारी किया गया। देहरादून के जिला आबकारी अधिकारी राजीव सिंह चौहान ने बताया कि आबकारी नीति के अनुसार प्रक्रिया पूरी करने के बाद व्यक्तिगत उपयोग के लिए लाइसेंस जारी किया गया है। जिले में इस प्रकार का पहला लाइसेंस जारी किए जाने की बात उन्होंने कही है।
ऐसे कर सकते हैं आवेदन
उत्तराखंड सरकार की 2023-24 की नई आबकारी नीति में घर पर मिनी बार रखने के लिए लाइसेंस देने का प्रावधान दिया गया है। हालांकि, इसमें कुछ शर्तें भी रखी गई हैं। देहरादून के जिला आबकारी अधिकारी राजीव चौहान कहते हैं कि कोई भी व्यक्ति जो पिछले पांच वर्षों से इनकम टैक्स रिटर्न दाखिल कर रहा है, वह डीएम कार्यालय में लाइसेंस के लिए आवेदन कर सकता है।
डीएम कार्यालय की ओर से 12 हजार रुपये के वार्षिक शुल्क पर होम बार लाइसेंस जारी किया जाएगा। जिला आबकारी अधिकारी ने बताया कि एक बार मंजूरी मिलने के बाद लाइसेंसधारक 9 लीटर भारत निर्मित विदेशी शराब, 18 लीटर विदेशी शराब, 9 लीटर वाइन और 15.6 लीटर बीयर घर पर रखने का हकदार होगा।
देना होगा हलफनामा
होम मिनी-बार लाइसेंस चाहने वाले व्यक्ति को कुछ शर्तों को पूरा करने के बारे में एक हलफनामा जमा करना होगा। राजीव चौहान ने कहा कि किसी को बार का उपयोग केवल व्यक्तिगत उपयोग के लिए करना होगा। किसी भी व्यावसायिक गतिविधि की अनुमति नहीं होगी। अधिसूचित ड्राई डे पर बार को बंद रखना होगा।
जिला आबकारी अधिकारी ने कहा कि लाइसेंसधारक को इसके अलावा यह सुनिश्चित करना चाहिए कि 21 वर्ष से कम उम्र का कोई भी उस क्षेत्र में न आए, जहां बार स्थापित है। होम बार के निरीक्षण के बाद ही लाइसेंस का नवीनीकरण किया जाएगा।
