देहरादून। मुख्यमंत्री पुष्कर सिंह धामी ने प्रदेशवासियों को राज्य स्थापना दिवस की बधाई एवं शुभकामना दी है। मुख्यमंत्री ने राज्य निर्माण के सभी अमर शहीदों, राज्य आन्दोलनकारियों एवं देश के लिये सर्वोच्च बलिदान देने वाले वीर जवानों को श्रद्धांजलि अर्पित करते हुए उत्तराखण्ड की मजबूत नींव रखने वाले पूर्व प्रधानमंत्री भारत रत्न अटल बिहारी बाजपेई को भी राज्य की जनता की ओर से नमन किया है। मुख्यमंत्री ने अपने संदेश में कहा है कि प्रदेश की महान जनता के आशीर्वाद, सरकार की मजबूत इच्छाशक्ति, प्रधानमंत्री नरेंद्र मोदी के उत्तराखण्ड के प्रति विशेष लगाव और केंद्र सरकार के सहयोग से उत्तराखण्ड तेजी से विकास की दिशा में आगे बढ़ रहा है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेंद्र मोदी का देवभूमि उत्तराखण्ड तथा उत्तराखण्डवासियों से अपार आत्मिक स्नेह है। उन्होंने 21 वीं शदी के तीसरे दशक को उत्तराखण्ड का दशक बताया है, प्रधानमंत्री ने केदारनाथ धाम के पुनर्निर्माण कार्यों तथा बद्रीनाथ धाम के विकास कार्यो की भांति ही अब मानसखंड के विकास पर भी स्वयं की इच्छा और रूचि व्यक्त की है। उनकी हाल ही की आदि कैलाश तथा जागेश्वर धाम की यात्रा से मानसखण्ड क्षेत्र में पर्यटन एवं कुमाऊँ क्षेत्र के पौराणिक एवं ऐतिहासिक धार्मिक स्थलों पर बड़ी संख्या में पर्यटकों के आवागमन की नई उम्मीद जगी है।
मुख्यमंत्री ने कहा कि यह केंद्र सरकार के सहयोग का ही परिणाम है कि 2012 से 2017 के बीच प्रतिवर्ष मिलने वाला वार्षिक अनुदान रूपये 5615 करोड़ रूपये 2017 से 2022 के डबल इंजन युग में बढ़कर दोगुनी रूपये 11168 करोड़ हो गयी है। यही नहीं इस अवधि में केन्द्र सरकार के सहयोग से उत्तराखण्ड में अनेक उच्च स्तरीय संस्थाएं स्थापित हुई हैं। प्रदेश में रेल, सड़क, हवाई यात्रा सुविधाओं का तेजी से विकास किया जा रहा है।
उन्होंने कहा कि प्रदेश के पर्वतीय क्षेत्रों में निवेश के लिए पर्यटन, आयुष व वेलनेस, आईटी, सौर ऊर्जा सहित सर्विस सेक्टर पर विशेष फोकस किया जा रहा है। पर्वतीय क्षेत्रों को एमएसएमई के केंद्र में रखा गया है। सीमांत तहसीलों के लिए मुख्यमंत्री सीमांत क्षेत्र विकास योजना शुरू की है। राज्य में निवेश की संभावनाओं के दृष्टिगत अगले माह 9 व 10 दिसम्बर को देहरादून में ग्लोबल इन्वेस्टर समिट का आयोजन किया जा रहा है। जिसमें 2.50 लाख करोड़ के निवेश का लक्ष्य है। पिछले एक वर्ष से देश, विदेश और राज्य के प्रमुख उद्योग समूहों एवं स्टेकहोल्डरों के साथ लगातार बैठकें आयोजित की गई। लंदन, बर्मिंघम, अबू धाबी, दुबई, चेन्नई, मुंबई, दिल्ली, बैंगलोर, अहमदाबाद जैसे देश और दुनिया के प्रमुख शहरों में निवेश को आकर्षित करने हेतु भव्य एवं सफल रोड शो आयोजित किये गये।
मुख्यमंत्री ने कहा कि राज्य में खेल एवं खिलाड़ियों के हित में नई खेल नीति बनायी गई है। खिलाड़ियों को जमीनी स्तर से खेल क्षेत्र में रूचि लाने हेतु 14 से 23 वर्ष तक के खिलाड़ियों को ’’मुख्यमंत्री खिलाड़ी प्रोत्साहन योजना’’ के अंतर्गत 2000 प्रति माह छात्रवृत्ति एवं 10 हजार रुपए प्रति वर्ष संबंधति खेलों हेतु किट खरीदने के लिए दिए जा रहे है। ’’मुख्यमंत्री उदीयमान खिलाड़ी उन्नयन योजना’’ में 08 से 14 वर्ष के उभरते खिलाड़ियों को 1500 रूपये प्रतिमाह की खेल छात्रवृत्ति दी जा रही है। साथ ही खिलाड़ियों को नियमानुसार त्वरित वित्तीय लाभ दिये जाने हेतु ’मुख्यमंत्री खेल विकास निधि’ की स्थापना भी की गयी है।

उन्होंने कहा कि सरकारी नौकरियों में पारदर्शिता सुनिश्चित करने के साथ ही स्वरोजगार को भी अधिक से अधिक प्रोत्साहित किया जा रहा है। राज्य सरकार स्टार्ट-अप को बढ़ावा देने के लिए 200 करोड़ का वेंचर फण्ड तैयार करने जा रही है। इससे युवा उद्यमियों को सरकारी स्तर पर फण्ड मिल सकेगा।मुख्यमंत्री कौशल उन्नयन एवं वैश्विक रोजगार योजना को मंजूरी देने के साथ राज्य के युवाओं को देश से बाहर रोजगार के अवसर उपलब्ध कराए जाने के लिये राज्य में विदेश रोजगार प्रकोष्ठ का गठन किया गया है।
