सिलक्यारा। साँसों को रोक देने वाले रोमांचकारी व थकाऊ सिलक्यारा बचाव अभियान मंगलवार की रात अपनी मंजिल पर पहुंच गया। विभिन्न राज्यों के 17 दिन से फंसे 41 मजदूर एक एक कर बाहर निकाल लिए गए। और यह मंगलकारी समाचार जंगल में आग की तरह कई देशों की सरहदों तक पहुंच गया।
बहरहाल सिलक्यारा हादसे ने सुरंग के निर्माण के मानकों की पोल भी खोल दी है। नवयुग इंजीनियरिंग कम्पनी व निर्माणदायी संस्था NHIDCL की जवाबदेही तय करने की सुगबुगाहट भी तेज हो गयी है।
बहरहाल, मंगलवार की सांय रैट माइनर हाथों से खुदाई करते करते 57 मीटर तक पहुंचे। और फंसे मजदूरों तक जिंदगी ने दस्तक दी। रात 7.45 के बाद NDRF और SDRF ने दीवाली की सुबह से फंसे मजदूरों को एक एक कर बाहर निकालना शुरू किया। और लगभग 8.30 बजे सभी मजदूर बाहर निकल आये।
मजदूर बाहर आते गए और तालियॉँ बजती रही..गले लगाने और स्वंय के बच के आने की खुशी ने सिलक्यारा की ठंडी रात में गर्मी का अहसास करा दिया।
सीएम धामी, केंद्रीय मंत्री जनरल वी के सिंह समेत मौजूद कई अन्य अधिकारी मजदूरों का हाल चाल लेते नजर आए। गले में मालाएं भी पड़ी।
मजदूरों के बाहर निकलने से पहले सुरंग के अंदर एंबुलेंस, गद्दे और स्ट्रेचर की व्यवस्था की गई थी। मजदूरों के बाहर निकलने पर उनके स्वास्थ्य की जांच की गई।
17 दिन से जिंदगी और मौत की जंग में उलझे मजदूरों ने भी अपना हौसला कायम रखा। आखिरकार बुलंद इरादों और हौसलों की जीत हुई। और एक एक कर 41 मजदूर मंगलवार की रात बाहर आ गए।
परिजनों और बचाव टीम के लिए यह पल आंखों को नम कर देने वाला रहा। 17 दिन से बेचैनी.. हताशा..निराशा के बीच उम्मीद की लौ ने मौजूद सैकड़ों चेहरों पर मुस्कुराहट बिखेर दी।
मंगलवार की दोपहर बचाव टीम को 57 मीटर पर ब्रेक थ्रू मिला था।
एनडीआरएफ व एसडीआरएफ के जवान सुरंग के अंदर श्रमिकों को निकालने में लगे रहे।
एक मजदूर को निकालने में लगभग 2 मिनट का समय लगा।
सीएम धामी व पीएमओ रहा मुस्तैद
दीवाली के दिन हुई इस टनल दुर्घटना के बाद सीएम धामी ने कई बार सिलक्यारा का दौरा किया। आखिरी पांच दिन कैम्प कार्यालय तक स्थापित किया। पीएम मोदी समय समय पर हालात का पता करते नजर आए। केंद्रीय मंत्री नितिन गडकरी, वीके सिंह, पीएमओ में प्रधान सचिव पी के मिश्रा, गृह सचिव भल्ला, पूर्व सलाहकार भास्कर खुल्बे, उप सचिव मंगेश घिल्डियाल समेत प्रदेश सरकार के कई अफसर सिलक्यारा में मौजूद रहे। और पूरे बचाव अभियान पर नजरें बनाये रहे।

गबर सिंह ने दीवाली की सुबह से फंसे मजदूरों का हौसला बढ़ाया। गबर सिंह ही सीएम धामी, पीएमओ के प्रधान सचिव पी के मिश्र व अन्य एक्सपर्ट्स के सम्पर्क में रह। और मजदूरों की समस्या आदि पर सुरंग के बाहर फीडबैक देते रहे।
आगर समेत अन्य मशीनों के खराब होने के बाद सभी को निराशा भी हुई। लेकिन मजदूरों और बचाव अभियान की टीम ने हौसला नहीं छोड़ा। 17 दिन तक चले इस अभियान का सुखद अंत माहौल को खुशनुमा बना गया…
विपक्ष का हमला और सुरंग निर्माण में लापरवाही
इन 17 दिनों में नवयुग इंजीनियरिंग कम्पनी की लापरवाही पर विपक्ष ने खूब हमला बोला। सुरंग निर्माण के दौरान एस्केप टनल।का निर्माण नहीं होना व लगभग 1 महीने पूर्व निकासी पाइप को हटा लिए जाने पर भी खूब बवाल मचा।
पर्यावरणीय दृष्टि से संवेदनशील हिमालयी इलाके में सुरंगों के निर्माण में कोताही बरतने का मसला अब नये सिरे से गर्मायगा।
इतनी बड़ी दुर्घटना व सबक मिलने के बाद 4.5 किमी लंबी व लगभग 865 करोड़ की लागत से बन रही सिलक्यारा सुरंग का निर्माण जारी रहेगा? यह भी बड़ा सवाल है। इस सुरंग के निर्माण मानकों की कलई भी खुली और कमजोर पहाड़ी चट्टानों की झलक भी दिखी।
