देहरादून। प्रदेश के स्कूली बच्चों का बोझ कम करने के लिये राज्य सरकार शीघ्र दिशा-निर्देश जारी करेगी। विभागीय अधिकारी संबंधित प्रस्ताव तैयार कर शीघ्र शासन को उपलब्ध करायेंगे। बस्ते के बोझ कम करने संबंधी आदेशों का अनुपालन कराने की जिम्मेदारी मुख्य शिक्षाधिकारियों की होगी। प्रदेश के विभिन्न विद्यालयों में तैनात संविदा व नियत वेतनमान पर कार्यरत अस्थाई शिक्षिकाओं को भी मातृत्व अवकाश का लाभ दिया जायेगा।
सूबे के विद्यालयी शिक्षा मंत्री डॉ. धन सिंह रावत ने विद्यालयी शिक्षा महानिदेशालय में स्कूली बच्चों का बोझ कम करने को लेकर राज्य में संचालित विभिन्न बोर्डों के अधिकारियों के साथ बैठक की। जिसमें निर्णय लिया गया कि नई शिक्षा नीति-2020 एवं भारत सरकार के दिशा-निर्देशों के क्रम में राज्य के सभी विद्यालयों में स्कूली बच्चों के बस्ते का बोझ घटाकर निर्धारित मानकों के अनुरूप रखा जायेगा। इसके लिये एससीईआरटी उत्तराखंड के अधिकारियों को प्रस्ताव तैयार कर शासन को भेजने के निर्देश दे दिये गये हैं। शासन से दिशा-निर्देश जारी होने के बाद आगामी सत्र से ही नई व्यवस्था को लागू कर दिया जायेगा। जिसके क्रियान्वयन की जिम्मेदारी मुख्य शिक्षाधिकारियों की होगी। इससे पूर्व 26 जनवरी 2024 तक पूरे प्रदेश में निजी स्कूल संचालकों, प्रबंधकों, प्रधानाचार्यों एवं अभिभावकों के साथ जिला व राज्य स्तर पर बैठकों का आयोजन कर जनजागरूकता अभियान चलाया जायेगा।
विद्यालयी शिक्षा मंत्री डॉ. रावत ने कहा कि राज्य में आईसीएसई, सीबीएसई, उत्तराखंड बोर्ड, एवं भारतीय शिक्षा बोर्ड के तहत कक्षा-01 से 12 तक के निजी विद्यालय संचालित की किये जा रहे हैं जिसमें अध्ययन करने वाले बच्चों के बस्ते का बोझ उनकी क्षमता से भी कई गुना अधिक है जिसको कम करने के लिये नई शिक्षा नीति-2020 में भी सिफारिश की गई है, इसके अलावा मद्रास हाईकोर्ट के द्वारा वर्ष 2019 में जारी आदेश के क्रम में राज्य सरकार पहले ही बस्ते का बोझ कम करने का आदेश जारी कर चुकी है। जिसका अनुपालन कतिपय कारणों से राज्य में नहीं हो सका। जबकि शिक्षा मंत्रालय भारत सरकार भी माह अक्टूबर 2023 में इसी तरह की सिफारिश देश में संचालित सभी शिक्षा बोर्डों को कर चुकी है। उपरोक्त दोनों आदेशों का संज्ञान लेते हुये राज्य में आगामी शैक्षणिक सत्र से ही बस्ते का बोझ कम करने संबंधी आदेशों का सख्ती से पालन कराया जायेगा।
डॉ. रावत ने बताया कि प्रदेश के विभिन्न विद्यालयों में कार्यरत संविदा व अस्थाई शिक्षिकाओं को अन्य कार्मिकों की भांति मातृत्व अवकाश भी दिया जायेगा। इस संबंध में विभागीय स्तर से सभी जनपदों के मुख्य शिक्षा अधिकारियों को आदेश जारी कर दिये जायेंगे। इसके अलावा बैठक में नये निजी विद्यालयों को वित्तीय अनुदान के स्थान पर एकमुश्त धनराशि (टोकन मनी) देने का निर्णय लिया गया। जिसके लिये नियमावली में शीघ्र संशोधन करने के निर्देश विभागीय अधिकारियों को दिये गये। बैठक में एलटी एवं जूनियर हाईस्कूलों के शिक्षकों की पदोन्नति किये जाने, एलटी, प्रवक्ता एवं बेसिक शिक्षकों के रिक्त पदों को भरे, बोर्ड परीक्षाओं का आयोजन व परीक्षाफल समय पर जारी करने सहित अनेक बिन्दुओं पर चर्चा की गई।
