बजट भाषण में यूसीसी विधेयक को महिला सशक्तिकरण की दिशा में अहम बताया
देहरादून। धामी सरकार में वित्त मंत्री प्रेमचंद अग्रवाल ने वित्तीय वर्ष 2024-25 का बजट पेश किया। कुल नवासी हजार दो सौ तीस करोड़ सात लाख (892300697) का वार्षिक बजट पेश किया। वित्त मंत्री ने बजट को उन्नत,सुशासित व क्षमतावान नीति पर आधारित बताया।वित्त मंत्री ने मंगलवार को शून्यकाल के बाद दोपहर 12.30 बजट भाषण पढ़ना शुरू किया। 62 पेज के बजट भाषण की शुरुआत में राज्य आंदोलनकारियों को याद करने के बाद समान नागरिक संहिता विधेयक का विशेष तौर पर जिक्र किया गया।
वित्त मंत्री ने कहा कि यूसीसी विधेयक से महिला शक्ति का सम्मान किया गया है।यह महिला सशक्तिकरण की दिशा में अहम कदम साबित होगा। उन्होंने कहा कि जी 20 की बैठकों Siva अभूतपूर्व आयोजन किया गया। ग्लोबल निवेश सम्मेलन में पीस टू प्रोस्पेरिटी के मंत्र के साथ 3 लाख 50 हजार करोड़ के MOU किये गए। वित्त मंत्री ने सिलक्यारा सुरंग में बचाये गए मजदूरों को उल्लेखनीय सफलता करार देते हुए मोदी व धामी की प्रशंसा की। उन्होंने कहा कि दून में विश्व आपदा प्रबंधन सम्मेलन का आयोजन किया गया।इसके अलावा राज्य आंदोलनकारियों को 10 प्रतिशत क्षैतिज आरक्षण देने की कार्यवाही जारी है।
राज्य सरकार को केंद्र सरकार की ओर से विभिन्न सेक्टर में मिले कई पुरस्कारों का भी जिक्र किया गया। वित्त मंत्री ने सड़कों के जारी निर्माण कार्यों का खाका भी खींचा। प्रदेह के विभिन्न राजमार्गों पर हो रहे निर्माण कार्यों का जिक्र किया। उन्होंने सेवा,सौर,लॉजिस्टिक,पर्यटन, आयुष समेत अन्य नयी नीतियों का भी उल्लेख किया। प्रदेश में खेल को लेकर किये जा रहे कार्यों का भी जिक्र किया गया। बजट भाषण में नवाचार, मानसखण्ड, हाउस ऑफ हिमालयाज, आयुष वेलनेस के बाबत हो रहे कार्यों के बारे में बताया। उन्होंने कहा कि निराश्रित,विधवा परित्यक्ता से जुड़ी विभिन्न पेंशन का ब्यौरा पेश किया।
इस बजट में नया क्या है?
- ई-विधान सभा एप्लीकेशन कार्यक्रम अन्तर्गत वित्तीय वर्ष 2024-25 में लगभग रू0 31 करोड़
- मेगा प्रोजेक्ट योजनान्तर्गत वित्तीय वर्ष 2024-25 में रू0 850.00 करोड़
- जमरानी बांध परियोजना हेतु वित्तीय वर्ष 2024-25 में लगभग रू0 710.00 करोड़
- सौंग परियोजना हेतु वित्तीय वर्ष 2024-25 में रू0 300.00 करोड़
- लखवाड परियोजना हेतु वित्तीय वर्ष 2024-25 में रू0 250.00 करोड़
- प्रदेश में आयोजित होने वाले 38वें राष्ट्रीय खेलों के आयोजन हेतु रू0 250.00 करोड़
- यूनिटी मॉल/प्लाजा निर्माण हेतु रू0 157.00 करोड़
- प्रशासकीय एवं अनावसीय भवनों की रूफ टॉप सोलर योजना हेतु रू0 100.00 करोड़
- राजस्व अभिलेखों को पूर्णतः डिजिटाइजेशन किया जाएगा, जिस हेतु नई मांग से रू0 50 करोड़
- स्क्रैप पॉलिसी के तहत वाहन क्रय हेतु रू0 50 करोड़
- टाटा टेक्नॉलाजी मॉडल के अनुसार आई०टी०आई० के उन्नयन हेतु रू0 40.00 करोड़
- खाद्य सुरक्षा योजना के अन्तर्गत प्राथमिक तथा अंत्योदय राशन कार्ड धारकों को सस्ती दरों पर नमक उपलब्ध कराने हेतु 2024-25 में लगभग रू0 34.00 करोड़
- खनन सर्विलांश हेतु रू0 25 करोड़
- प्रत्येक जनपद में चिल्ड्रन ट्रैफिक पार्क का निर्माण हेतु नई मांग में रू0 10.00 करोड़
- बंजर भूमि में सामूहिक कृषि रू0 7 करोड़
प्रत्येक जनपद में थीम बेस्ड विज्ञान एवं नवाचार केन्द्र हेतु रू. 10 करोड़
- राज्य में शहरी यातायात को सुदृढ़ करने के उद्देश्य से अर्बन मोबिलिटी कार्यक्रम हेतु नई मांग के माध्यम से रू० दस करोड़
- थर्मल प्रोजेक्ट हेतु टी०एच०डी०सी० एवं यू० जे०वी०एन० संयुक्त उपक्रम हेतु रू० 5 करोड़
- परिवहन विभाग के अन्तर्गत ई०वी० चार्जिंग इन्फ्रास्ट्रक्चर प्रोजेक्ट के निर्माण हेतु रू0 10.00 करोड़
