उपनल कार्मिकों को अकारण नहीं हटाया जायेगा – मंत्री गणेश जोशी
देहरादून। विभिन्न विभागों द्वारा अकारण हटाये गए उपनलकर्मी रिक्तियाँ/पद उपलब्ध होने पर पुनः आवेदन करते हैं तो उनकी योग्यता को देखते हुए प्राथमिकता के आधार पर सम्बन्धित विभाग में नौकरी दी जाएगी।
सोमवार को मंत्रिमण्डल की बैठक में सैनिक कल्याण मंत्री गणेश जोशी के अनुरोध पर विभिन्न विभागों में उत्तराखण्ड पूर्व सैनिक कल्याण निगम लि० (उपनल) से आउटसोर्स के माध्यम से प्रायोजित कार्मिकों के सम्बन्ध में विचार विमर्श किया गया । विभिन्न विभागों में उपनल के माध्यम से आउटसोर्सिंग व्यवस्था से नियोजित कार्मिकों को जिन्हें विभिन्न विभागों द्वारा अकारण हटा दिया जाता है, तो उन्हें रिक्तियाँ/पद उपलब्ध होने एवं पद हेतु अन्य समस्त आवश्यक अर्हताओं को पूर्ण करने पर उनके द्वारा पुनः आवेदन के पश्चात् उन्हें प्राथमिकता के आधार पर उपनल द्वारा नियोजित करने हेतु सम्बन्धित विभाग एवं सम्बन्धित नियुक्त अधिकारी / कार्यालय अध्यक्ष/विभागाध्यक्ष द्वारा नियमानुसार अग्रेत्तर कार्यवाही की जायेगी। किन्तु यह निर्देश कदाचार, अनुशासनहीनता, अयोग्यता, अकार्यकुशलता आदि से सम्बन्धित प्रकरणों पर लागू नहीं होंगे तथा किसी भी सक्षम न्यायालय/न्यायाधिकरण एवं आयोग आदि के आदेशों के अधीन होंगे।
गौरतलब है कि रविवार की देर शाम अल्मोडा, रुड़की एवं अन्य जेलों में उपनल के माध्यम से तैनात बंदी रक्षकों ने उन्हें अकारण हटाये जाने पर सैनिक कल्याण मंत्री से पुनः नियुक्ति का अनुरोध किया था। सोमवार को सैनिक कल्याण मंत्री ने इस प्रकरण को मंत्रिमंडल के सम्मुख रखा। सैनिक कल्याण मंत्री ने कहा कि उपनल के किसी भी कार्मिक को अकारण हटाया नहीं जायेगा।
