कलस्टर, अटल उत्कृष्ट व पीएमश्री स्कूलों की भी जांचेंगे स्थिति

शिक्षक संगठनों व अभिभावक संघों से संवाद कर लेंगे सुझाव

 

देहरादून। स्वास्थ्य विभाग की तर्ज पर अब विद्यालयी शिक्षा विभाग के शीर्ष अधिकारी प्रत्येक स्कूलों में जाकर शिक्षा व्यवस्था का जायजा लेंगे। इस संबंध में सूबे के विद्यालयी शिक्षा मंत्री डॉ. धन सिंह रावत ने सचिव से लेकर निदेशालय के अधिकारियों को पत्र लिखकर निर्देश जारी किये हैं। भ्रमण के दौरान अधिकारी विद्यालयों में भवनों की स्थिति एवं मूलभूत सुविधाओं, शिक्षकों की विषयवार उपलब्धता, छात्रों की उपस्थिति, कलस्टर विद्यालय, अटल उत्कृष्ट एवं पीएम-श्री स्कूलों की अद्यतन स्थिति सहित केन्द्र व राज्य सरकार द्वारा चलाई जा रही विभिन्न योजनाओं का मूल्यांकन करने के साथ ही शिक्षक संगठनों व अभिभावक संघों से संवाद स्थापित कर सुझाव प्राप्त कर रिपोर्ट शिक्षा मंत्रालय को सौंपेंगे।

कैबिनेट मंत्री डॉ. धन सिंह रावत की इस मुहिम से जहां एक ओर विभागों के कामकाज में पारदर्शिता आयेगी वहीं दूसरी ओर अधिकारियों एवं कर्मचारियों के बीच बेहतर कार्य संस्कृति विकासित होगी। जिसका लाभ प्रदेशभर के विभिन्न विद्यालयों में अध्ययनरत छात्र-छात्राओं को मिलेगा। विभागीय मंत्री ने अधिकारियों को प्रेषित आदेश में 09 अक्टूबर से 10 नवम्बर 2023 तक सभी राजकीय विद्यालयों में जाकर वहां की भौतिक स्थिति का विस्तृत आंकलन करते हुये सम्पूर्ण रिपोर्ट तैयार करने के निर्देश दिये हैं जिसकी बाद में उनके द्वारा स्वयं समीक्षा की जायेगी। विभागीय मंत्री के इस आदेश से जहां कुछ अधिकारियों में हडकंप मचा है वहीं कुछ विभागीय अधिकारी इसे एक बेहतर पहल बता रहे हैं। जनपद भ्रमण के दौरान विभागीय अधिकारियों को संबंधित विद्यालयों में मूलभूत सुविधाओं, विद्यालय भवनों, कक्षा-कक्षों की उपलब्धता, पेयजल सुविधा, विद्युतीकरण, प्रयोगशाला, पुस्तकालय, खेल सामग्री, फर्नीचर, खेल मैदान व छात्र-छात्राओं के लिये पृथक शौचालयों का अवलोकन कर रिपोर्ट तैयार करेंगे।

इसके अलावा छात्र संख्या के अनुपात में शिक्षकों की विषयवार उपलब्धता, छात्र-छात्राओं की उपस्थिति, पाठ्य पुस्तकों की उपलब्धता, विद्यालय गणवेश की स्थिति सहित सभी बिंदुओं पर रिपोर्ट तैयार करेंगे। विभागीय मंत्री द्वारा जारी पत्र में अधिकारियों से कलस्टर विद्यालय, अटल उत्कृष्ट विद्यालय, पीएम-श्री विद्यालय, कस्तूरबा गांधी बालिका छात्रावास, तथा नेताजी सुभाष चन्द्र बोस आवासीय छात्रावास के साथ ही राजीव नवोदय विद्यालयों का भी निरीक्षण करने को कहा गया है। इसके अतिरिक्त विभिन्न विद्यालयों में आईसीटी वर्चुअल लैब, स्मार्ट क्लास व व्यावसायिक पाठ्यक्रम में अध्ययनरत कक्षा 09 से 12 तक के छात्र-छात्राओं का भी विवरण तैयार करेंगे। यही नहीं अधिकारियों को जनपद भ्रमण के दौरान शिक्षक संगठनों व अभिभावकों से संवाद कर शिक्षा व्यवस्था में सुधार के लिये सुझाव प्राप्त करने की भी अपेक्षा की गई है। इससे पहले शनिवार 7 अक्टूबर से सभी खण्ड शिक्षा अधिकारी अपने-अपने विकासखण्डों में स्थित विद्यालयों का सघन भ्रमण कर अपने स्तर से भी रिपोर्ट तैयार करेंगे ताकि जनपद स्तरीय भ्रमण पर आने वाले विभाग के उच्चाधिकारियों को विस्तृत आख्या तैयार करने में सहयोग मिल सके।

शिक्षा विभाग के अधिकारियों को आवंटित जनपद
विभिन्न जनपदों में जाकर स्कूलों की तमाम गतिविधियों का अवलोकन हेतु सचिव शिक्षा रविनाथ रमन को जनपद देहरादून, अपर सचिव योगेन्द्र यादव को टिहरी व उत्तरकाशी, रंचना राजगुरू को चमोली व रूद्रप्रयाग, महानिदेशक विद्यालयी शिक्षा बंशीधर तिवारी पौड़ी, अपर सचिव एम.एम. सेमवाल नैनीताल व ऊधमसिंह नगर, निदेशक माध्यमिक शिक्षा सीमा जौनसारी एवं संयुक्त सचिव जे.एल. शर्मा को पिथौरागढ़ व चम्पावत, संयुक्त सचिव बी.एस. बोरा तथा निदेशक प्रारम्भिक शिक्षा आर.के. उनियाल को अल्मोड़ा व बागेश्वर, निदेशक अकादमिक व शोध प्रशिक्षण वंदना गर्ब्याल तथा उप सचिव अनिल कुमार पाण्डेय को जनपद हरिद्वार की जिम्मेदारी सौंपी गई है।

शिक्षा विभाग में संचालित विभिन्न परियोजनाओं को धरातल पर उतारने, विद्यालयों में उपलब्ध संसाधनों का भौतिक अवलोकन करने तथा शिक्षक संगठनों व अभिभावकों से संवाद स्थापित कर गुणात्मक शिक्षा के लिये बेहतर सुझाव प्राप्त करने के दृष्टिगत विभागीय अधिकारियों को स्कूलों का भ्रमण कर विस्तृत रिपोर्ट प्रस्तुत करने के निर्देश दिये हैं।
