‘बिल लाओ इनाम पाओ’योजना के खरीदारी बिल्स की जांच में पकड़ा गया बड़ा फर्जीवाड़ा
राज्य कर विभाग ने प्रदेशव्यापी छापे में पकड़ी 5 करोड़ की टैक्स चोरी
ग्राहकों से टैक्स वसूल कर सरकारी खजाने में जमा नहीं करने वाले प्रतिष्ठानों पर छापे

देहरादून। बिल लाओ इनाम पाओ योजना के तहत खरीदारी बिल की जांच में बड़ी टैक्स चोरी सामने आई है। कई प्रतिष्ठानों का जीएसटी रजिस्ट्रेशन एक्सपायर होने के बावजूद भी ग्राहकों से जीएसटी वसूला जा रहा था। डेढ़ दर्जन व्यापारिक प्रतिष्ठान ग्राहकों से वसूला गया टैक्स सरकारी खजाने में जमा नहीं कर रहे थे।
यह शिकायत मिलने पर राज्य कर विभाग ने पूरे प्रदेश में छापेमारी कर 5 करोड़ की टैक्स चोरी पकड़ी। हरिद्वार, देहरादून, रुद्रपुर, हल्द्वानी के होटल व दुकानों में छापेमारी की गई। विभाग के छह दर्जन से अधिक अधिकारी व कर्मचारी ने छापे में हिस्सा लिया।
विभागीय सूत्रों ने बताया कि टैक्स चोरी की शिकायत मिलने पर समस्त फर्मों के सर्वेक्षण की कार्यवाही की गयी। छापामारी में 5 प्रतिष्ठान हरिद्वार, 4 देहरादून, 5 प्रतिष्ठान रुद्रपुर व 4 प्रतिष्ठान हल्द्वानी में कर चोरी पकड़ी।
और यह सभी होटल्स एण्ड रेस्टोरेण्ट, रेडीमेड गारमेण्ट्स, डेली नीड स्टोर श्रेणी में आते हैं। सम्पूर्ण कार्यवाही में कुल रुपए 5 करोड से अधिक की टैक्स चोरी सामने आई।
हरिद्वार स्थित प्रतिष्ठानों ने अपनी त्रुटि स्वीकार करते हुए कुल 2,47,000 मौके पर सरेंडर किये हैं।
गौरतलब है कि उत्तराखंड सरकार की बिल लाओ इनाम पाओ योजना के अंतर्गत विभिन्न उपभोक्ताओं द्वारा अपनी खरीद के बिल अपलोड किए जा रहे हैं । इस योजना के अन्तर्गत प्रति माह विजयी उपभोक्ताओं को 1500 इनाम भी राज्य सरकार द्वारा दिए जाते हैं। इस योजना को लागू करने के पीछे सरकार की मंशा अपने नागरिकों के मध्य जीएसटी बिल लेने के लिए जागरूकता पैदा करना तथा वैध जीएसटी बिल के सापेक्ष राजस्व जमा करना है।
कर आयुक्त के निर्देशों पर माह सितंबर 2022 से लागू इस योजना में अपलोड किए गए बिलों की जांच संयुक्त आयुक्त वि०अनु०शा०/प्र० एवं नोडल अधिकारी-आई०टी० एवं उनकी टीम द्वारा की जा रही थी ।
जांच में कुल 18 प्रतिष्ठान ऐसे पाये गये हैं जिनके बिल्स बिल लाओ इनाम पाओ योजना के अन्तर्गत अपलोड किये गये हैं किन्तु उनके जीएसटी पंजीयन दो तीन वर्ष पहले ही कैंसिल हो चुके हैं । या उनके द्वारा दाखिल रिटर्नस में कोई खरीद-बिकी की जानी प्रदर्शित नहीं की जा रही थी।
जांच में यह भी पाया गया कि उनके द्वारा अभी भी अपने बिलों पर जी०एस०टी० चार्ज कर के ग्राहकों से कर वसूल किया जा रहा है और राज्य सरकार के राजकोष में कोई कर जमा नहीं किया जा रहा है।
कर आयुक्त इकबाल ने बताया कि जांच टीम के सर्वे में कई महत्वपूर्ण दस्तावेज व डाटा प्रकाश में आये हैं। किये गये है। अभिग्रहीत डाटा, अभिलेखों की जांच विभाग की विशेष अनुसंधान इकाईयों द्वारा की जायेगी जिसके पश्चात् कर चोरी की धनराशि का सही आंकलन हो पायेगा । संबंधित करदाताओं से चोरी किये गये कर की धनराशि ब्याज एवं अर्थदण्ड सहित वसूली की जायेगी।
उन्होंने बताया कि कर विभाग की क्रिसमस एवं नव वर्ष के आयोजनों को देखते हुए होटलों एवं रेस्टोरेन्ट्स पर विशेष निगरानी रखी जा रही है। भविष्य में भी डाटा विश्लेषण व अन्य माध्यमों से प्राप्त सूचनाओं पर सर्वेक्षण/जांच की कार्यवाही जारी रखी जायेगी।
शुक्रवार को हुई व्यापक छापेमारी कुमाऊं और गढ़वाल जोन के अपर आयुक्तों राकेश वर्मा व पीएस डुंगरियाल के नेतृत्व में की गई।
चारों संभाग में तैनात संयुक्त आयुक्तों श्याम तिरूवा, देहरादून , डॉ० सुनीता पाण्डे, हरिद्वार , रणवीर सिंह, रूद्रपुर व रोशन लाल, हल्द्वानी के नेतृत्व में टैक्स चोरी की जांच अभियान चलाया गया।
प्रदेशव्यापी छापेमारी अभियान में उपायुक्त सुरेश कुमार, कार्तिकेय वर्मा, रजनीश यशवस्थी, हेमलता, सहायक आयुक्त जयदीप सिंह, मनमोहन असवाल, राहुल कांत व दीपक कुमार सहित राज्य भर के लगभग 70 अधिकारी / कर्मचारी शामिल थे।
