हल्द्वानी। लोकसभा चुनाव से पहले भू कानून व मूल निवास के मुद्दे पर जन संगठनों की हुंकार राजनीतिक दलों को भारी पड़ सकती है। देहरादून के बाद हल्द्वानी में भी मूल निवास व सशक्त भू कानून को लेकर हजारों लोग सड़कों पर उतरे। दून की 24 दिसंबर की सफल रैली के एक महीने बाद कुमाऊं में जनता की जोशीले भागीदारी से यह साफ होता जा रहा कि इस मुद्दे पर अभी आग और भड़केगी। दरअसल, उक्रांद समेत सभी जनसंगठन सशक्त भू कानून व मूल निवास पर कांग्रेस व भाजपा को समान रूप से दोषी मान रहे हैं। आंदोलनकारियों का कहना गया कि 23 साल से यही दोनों दल प्रदेश में राज कर रहे हैं। और इनके ही शासन में दलालों व बाहरी तत्वों ने प्रदेश के संसाधनों पर कब्जा किया। गौरतलब है कि उत्तराखंड में मूल निवास कानून लागू करने और इसकी कट ऑफ डेट 26 जनवरी 1950 घोषित किए जाने और प्रदेश में सशक्त भू-कानून लागू किए जाने की मांग को लेकर हल्द्वानी में हुए आंदोलन में लोग अपने आप ही जुटे। युवाओं और महिलाओं व सामाजिक संगठनों की विशेष तौर पर भागीदारी रही।
परिवर्तन पार्टी के अध्यक्ष पीसी तिवारी ने कहा कि प्रदेश के संसाधनों की लूट करने वाले दलाल,नेता व अधिकारियों के त्रिकोण के खिलाफ जंग को निर्णायक मोड़ पर ले जाएंगे। स्थानीय बुद्ध पार्क में प्रदर्शन के दौरान विभिन्न संगठन के लोगों का कहना है कि उत्तराखंड राज्य बनने के बाद भी स्थानीय लोगों को कोई लाभ नहीं मिल पा रहा है। उल्टा राज्य के मूल निवासियों को नुकसान उठाना पड़ रहा है, साथ ही खुद के घर में ही नौकरी के लिए तरसना पड़ रहा है। उक्रांद नेता व पूर्व विधायक पुष्पेश त्रिपाठी व समिति के संयोजक मोहित डिमरी ने कहा कि जल, जंगल और जमीन हमारी पूंजी हैं। उस पर बाहरी तत्व कब्जा कर रहे हैं। प्रदर्शनकारियों ने कहा कि हिमाचल की तर्ज पर प्रदेश में सशक्त भू-कानून लागू किया जाए। लोगों का कहना है कि प्रदेश में काफी समय से भू-कानून की मांग की जाती रही है। नियमों की अनदेखी कर यहां औने-पौने दाम में जमीनों को खरीद कर उसमें होटल-रिजॉर्ट बनाए जाते रहे हैं। समिति के सह संयोजक लुसुन टोडरिया ने कहा कि उत्तराखंड में मूल निवास कानून व सशक्त भू-कानून लागू किए जाने की मांग को लेकर हल्द्वानी की महारैली को भारी समर्थन मिला। बहरहाल, जनसंगठन दून व हल्द्वानी के बाद इन दोनों मुद्दों को जिले व ब्लाक स्तर पर के जाने की कोशिश में जुट गए हैं। संघर्ष समिति की पूरी कोशिश है कि पहाड़ की अस्मिता से जुड़े इन मुद्दों और अब निर्णायक जंग का समय आ गया है।

राष्ट्रवादी रीजनल पार्टी ने मूल निवास भू कानून की रैली को संबोधित करते हुए हल्द्वानी बुद्ध पार्क से लेकर तिकुनिया पार्क तक पदयात्रा कर राज्य निर्माण सेनानियों के साथ पदयात्रा की। पार्टी के राष्ट्रीय महासचिव मनोज कुमार डोबरियाल ने बताया कि प्रदेश में 23 वर्षों से अपने हकों के लिए जनता लगातार सड़कों पर आंदोलन कर रही है। सरकार को सर्वप्रथम मूल निवास और कानून को प्रदेश में लागू करना चाहिए।
राष्ट्रवादी रीजनल पार्टी के प्रदेश अध्यक्ष राजेंद्र पंत ने बताया कि राष्ट्रवादी रीजनल पार्टी प्रदेश की देवतुल्य जनता की मूल निवास भू कानून सहित अंकित भंडारी हत्याकांड की सीबीआई जांच को लेकर प्रदेश भर आंदोलन करने के लिए बाध्य है। और प्रदेश सरकार अगर मूल निवास भू कानून लागू नहीं करती तो यह आंदोलन उग्र रूप ले सकता है। प्रदेश संगठन सचिव सुलोचना ईष्टवाल ने कहा कि राष्ट्रवादी रीजनल पार्टी राज्य निर्माण सेनानियों की समस्त मांगों के सहित मूल निवास भू कानून को लागू करने की प्रदेश सरकार से मांग करती है। आगामी लोकसभा चुनाव एवं नगर निकाय चुनाव में पार्टी पूर्ण रूप से मूल निवास भू कानून को लेकर सरकार की सच्चाई को प्रदेश की जनता तक पहुंचाएगी।
