प्रधानमंत्री कृषि सिंचाई योजना में घपले पर लिया एक्शन
मुख्य कृषि अधिकारी से मांगा स्पष्टीकरण
देहरादून। घोटाले के आरोप में रायपुर के कृषि एवं भूमि संरक्षण अधिकारी राजदेव पंवार को प्रधानमंत्री कृषि सिंचाई योजना में बरती गई अनियमितता पर निलंबित कर दिया गया।
सचिव कृषि विनोद कुमार सुमन ने शुक्रवार को निलंबन का आदेश जारी कर दिया गया। इसकी अतिरिक्त महानिदेशक कृषि को निर्देशित किया गया है कि तत्काल प्रकरण में संलिप्त न्याय पंचायत प्रभारी वीरेंद्र सिंह नेगी और सेवानिवृत विकासखंड प्रभारी विनोद धस्माना का स्पष्टीकरण प्राप्त कर नियम अनुसार विभागीय करवाई की जाए।
सचिव की ओर से जारी आदेश में मुख्य कृषि अधिकारी लतिका सिंह को योजना का सत्यापन/ निरीक्षण न करने और अपने दायित्वों में लापरवाही करने के कारण 15 दिन के भीतर स्पष्टीकरण मांगा है। कृषि मंत्री गणेश जोशी ने कहा कि स्पष्टीकरण के उपरांत विभागीय कार्रवाई की जाएगी। उन्होंने कहा योजनाओं में लापरवाही बिल्कुल भी बर्दाश्त नहीं की जायेगी।
निलम्बन आदेश
राजदेव पंवार, कृषि एवं भूमि संरक्षण अधिकारी, रायपुर, जनपद देहरादून (वर्तमान में सम्बद्ध कृषि निदेशालय, देहरादून), जिनके विरूद्ध निम्नलिखित आरोपों के सम्बन्ध में अनुशासनिक कार्यवाही आसन्न (Contemplated) है और उक्त आरोपों हेतु उन्हें उत्तराखण्ड सरकारी सेवक (अनुशासन एवं अपील) नियमावली 2003 के नियम-3 (ख) में उल्लिखित दीर्घ शास्ति अधिरोपित की जा सकती है. को एतद्वारा वर्णित नियमावली के नियम-4 के अनुसार तात्कालिक प्रभाव से निलम्बित किया जाता है-
(1) योजना के अन्तर्गत लाभार्थियों के चयन में कोई प्रक्रिया नहीं अपनायी गयी।
(2) योजना कतिपय ऐसे गाँव में क्रियान्वित की गयी, जहाँ पानी का ओत नहीं था। अथवा पानी की कमी थी।
(3) सूक्ष्म सिंचाई प्रणाली गदेरे, पानी के नल से पाइपों को जोड़ा गया, जबकि सिंचाई हेतु टैंको, चेकडैम से पाईपों को जोड़ा जाना चाहिए था।
(4) दिनांक 30.10.2023 को जन-शिकायत निवारण दिवस में जिलाधिकारी, देहरादून को जनप्रतिनिधियों / कृषकों द्वारा शिकायत किये जाने एवं जांच प्रारम्भ होने के पश्चात अधिकांश स्थानों पर सामग्री का वितरण किया गया, जबकि सम्पूर्ण भुगतान पूर्व में हो चुका था।
(5) बीजकों/अनुदान का भुगतान सीधे फर्मों को किया गया, जबकि भुगतान डी०बी०टी० के माध्यम से कृषकों को किया जाना बाहिए था।
(6) कुछ कृषकों के बीजकों का भुगतान फर्मों को दो बार किया गया है। (7) कृषकों द्वारा की गयी शिकायतों से पूर्व योजना क्रियान्वयन के समय एवं पश्चात सत्यापन / निरीक्षण नहीं किया गया।
(8) केन्द्र से प्राप्त धनराशि का त्रुटिपूर्ण / गलत भुगतान करने के अतिरिक्त राज्य सरकार द्वारा प्राप्त धनराशि का भी त्रुटिपूर्ण / गलत भुगतान किया गया। (9) कार्मिकों के प्रति अशोभनीय व्यवहार था।
(10) कृषकों के आवेदन पत्रों तथा शपथ पत्रों पर उनके फर्जी हस्ताक्षर पाये गये हैं। (11) बीजकों के साथ संलग्न अधिकांश जियो टैगिंग के फोटोग्राफ एवं स्प्रिंकलर सेट के फोटोग्राफ भी गलत लगाये गये हैं।
(12) कृषि एवं भूमि संरक्षण अधिकारी, रायपुर द्वारा रू०-87,38,115 मात्र का आहरण एस०एन०ए खाते से करते हुए इसे बचत खाता सं0-58940100000768 में हस्तांतरित किया गया और उपरोक्त सम्बन्धित मिनी / माइक्रो रिप्रंकलर सेट का भुगतान उक्त बचत खाता सं0-58940100000768 से किया गया, जबकि एस०एन०ए० खाते से ही सम्बन्धित मिनी / माइक्रो स्प्रिंकलर सेट का भुगतान सम्बन्धित फर्म को किया जाना चाहिए था।
2- निलम्बन की अवधि में राजदेव पंवार को वित्तीय नियम संग्रह खण्ड-2 भाग-2 से 4 के मूल नियम-53 के प्राविधानों के अनुसार जीवन निर्वाह भत्ते की धनराशि अर्द्धवेतन पर देय अवकाश वेतन की राशि के बराबर देय होगी तथा उन्हें जीवन निर्वाह मत्ते की धनराशि पर महंगाई भत्ता, यदि ऐसे अवकाश वेलन पर देय है, भी अनुमन्य होगा किन्तु जीवन निर्वाह के साथ कोई भत्ता देय नहीं होगा, यदि निलम्बन से पूर्व प्राप्त वेतन के साथ महंगाई भत्ता अथवा महंगाई भत्ते का उपांतिक समायोजन प्राप्त नहीं था. निलम्बन के दिनांक को प्राप्त वेतन के आधार पर अन्य प्रतिकर भत्ते भी निलम्बन की अवधि में इस शर्त पर देय होंगे, जब इसका सनाधान हो जाय कि उनके द्वारा उस नद में व्यय वास्तव में किया जा रहा है, जिसके लिए उक्त प्रतिकर भत्ते अनुमन्य है। 3 उपर्युक्त प्रस्तर-2 में उल्लिखित मदों का भुगतान तभी किया जायेगा जबकि राजदेव पंवार इस आशय का प्रमाण-पत्र प्रस्तुत करें कि वह किसी अन्य सेवायोजन, व्यापार, वृत्ति व्यवसाय में नहीं लगे हैं।
