अभियुक्तों की गिरफ्तारी हेतु एसएसपी देहरादून ने किया था स्पेशल टीम का गठन
देहरादून। दून पुलिस ने निवेशकों व बैंकों के करोड़ो हडपने वाले गिरोह में सदस्यों को पंजाब से गिरफ्तार कर लिया। गिरोह में महिलाएं भी शामिल हैं। यह गिरोह फ्लैट देने के नाम पर करोड़ों रुपए लेकर फरार हो गए थे। और पंजाब में मौज कर थे । मिली जानकारी के मुताबिक, वादी उ0नि0 जितेन्द्र चौहान, थानाध्यक्ष राजपुर द्वारा थाना राजपुर में उ0प्र0 गिरोहबंद समाज विरोधी क्रिया कलाप निवारण अधि0 1986 के तहत अभियोग पंजीकृत कराया था । जिसमें एस0ए0 बिल्डटेक कम्पनी के फाउंडर प्रेमदत्त शर्मा द्वारा अपने अन्य सहयोगियों सुनीता शर्मा, अराधना शर्मा, अरूण सेगन तथा गौरव आहूजा के साथ मिलकर एक सुनियोजित आपराधिक षडयंत्र के तहत राजपुर क्षेत्रान्तर्गत मालसी में आर्टिगो रेजीडेंसी के नाम से बहुमंजिला आवासीय परिसर में फ्लैट विक्रय करने के नाम पर लोगों से करोडों रूपये निवेश करवाया । और निवेशकों को फ्लैट पर कब्जा दिया गया और न ही रजिस्ट्री की गई।
सफेदपोशों के संगठित गिरोह के रूप में कार्य करते हुए धोखाधडी से आपराधिक षडयंत्र रचकर लोगों की धनराशि को हडप लिया गया। जिसके सम्बन्ध में थाना राजपुर में पहले से ही अभियुक्तों के विरूद्ध धोखाधडी के 7 अभियोग पंजीकृत हैं । थाना कोतवाली नगर पर विजय भूषण पाण्डे अधिकृत अधिवक्ता भारतीय स्टेट बैंक शाखा न्यू कैण्ट रोड द्वारा अभियोग पंजीकृत कराये गये। जिसमें एस0ए0 बिल्डटेक के साझेदार प्रेमदत्त शर्मा, सुनीता शर्मा, विजय लवाई, आराधना शर्मा व अन्य के द्वारा वर्ष 2013 में रायपुर क्षेत्र में लवाई अपार्टमेंट के नाम पर प्रोजेक्ट शुरू करने तथा उक्त प्रोजेक्ट के तहत अलग-अलग लोगों को फ्लैट देने के एवज में भवन निर्माता द्वारा एसबीआई बैंक से एक त्रिपक्षीय अनुबंध पत्र सम्पादित करते हुए 04 अलग-अलग खरीददारों के नाम से बैंक लोन एप्रुवड कराकर उक्त धनराशि को अपने खातों में प्राप्त करते हुए उक्त फ्लैटों के विक्रय पत्र किसी अन्य के नाम पर सम्पादित करते हुए बैंक की कुल एक करोड़ बीस लाख पचास हजार रू0 की धनराशि हडप लेने के सम्बन्ध में 04 अलग-अलग अभियोग पंजीकृत कराये गये।
अभियुक्तगणों द्वारा स्वयं को आईसीआईसीआई बैंक से एप्रूवड बताकर थाना राजपुर क्षेत्र में वर्ष 2014 में आर्टिगो अपार्टमेंट के नाम से प्रोजेक्ट शुरू करने तथा लोगों से उक्त प्रोजेक्ट में निवेश करने की एवज में उन्हें फ्लैट उपलब्ध कराने से सम्बन्धित एग्रीमेंट किये गये तथा आईसीआईसीआई बैंक के माध्यम से उक्त लोगों के नाम पर फ्लैट के एवज में लोन पास करवाते हुए उक्त धनराशि को अपने खातों में प्राप्त किया गया तथा क्रेताओं/निवेशकों को न तो फ्लैट उपलब्ध कराये गये और न ही रजिस्ट्री सम्बन्धित कोई भी कागजात दिये गये, इसके अतितिक्त अर्टिगो रेजिडेंसी की जमीन के स्वामी द्वारा भी आरोप लगाया गया कि अभियुक्तगण द्वारा उनके साथ एक जॉइंट MOU बनाया गया था, जिसमें वादी द्वारा अपनी जमीन अर्टिगो रेजिडेंसी प्रोजेक्ट बनाने के लिए दी गई थी, जिसमें कंस्ट्रक्शन अभियुक्तगणों को करना था, तथा दोनों प्रोजेक्ट में 50-50% के पार्टनर थे। लेकिन अभियुक्त द्वारा सारे फ्लैट स्वयं बेच दिए गए और वादी को उसके पैसे नहीं दिए। जिसके सम्बन्ध में अभियुक्त गणों के विरूद्ध थाना राजपुर में धोखाधडी के 07 अलग-अलग अभियोग पंजीकृत किये गये।
जनपद देहरादून में अभियुक्तों के विरूद्ध अभियोग पंजीकृत होने के बाद से ये सभी विभिन्न अभियोगों में लगातार फरार चल रहे थे। जिनके विरूद्ध न्यायालय द्वारा गैर जमानती वांरट भी जारी किये गये थे। पुलिस द्वारा पूर्व में कई बार अभियुक्तों की गिरफ्तारी हेतु उनके सम्भावित स्थलों पर दबिशें दी गई, परन्तु पुलिस टीम को कुछ खास सफलता हाथ नहीं लगी।
वरिष्ठ पुलिस अधीक्षक ने संगठित गिरोह बनाकर व्हाइट कालर क्राइम करने वाले अभियुक्तों के विरूद्ध कठोर वैधानिक कार्यवाही करने के निर्देश सभी थाना प्रभारियों को दिये गये थे। लेकिन उक्त प्रकरणों में थाना स्तर पर विवेचक व गठित टीम द्वारा अभियुक्तों की गिरफ्तारी हेतु लगातार किये जा रहे प्रयासों के बाद भी कोई खास कामयाबी न मिलने पर *वरिष्ठ पुलिस अधीक्षक देहरादून द्वारा अभियुक्तों की गिरफ्तारी हेतु एक स्पेशल टीम का गठन किया गया तथा टीम द्वारा अभियुक्तों की गिरफ्तारी हेतु की जा रही कार्यवाहियों की नियमित रूप से मानीटरिंग करते हुए उन्हें आवश्यक दिशा-निर्देश दिये गये।
गठित टीम द्वारा अभियुक्तों के सम्बन्ध में गोपनीय रूप से जानकारी एकत्रित करते हुए गैंगस्टर एक्ट में वांछित चारों अभियुक्तों को 1 अक्टूबर की देर रात्रि रूपनगर पंजाब से गिरफ्तार किया गया है।
